 VIETRADE - The first FDI project in Hai Phong at capital of USD 300,000 was licensed on January 17 1989 by the Ministry of Planning and Investment. In the period of 1989-1991, Hai Phong lured few small-sized projects. Not until 1990s, particularly in 1997, did Hai Phong attract more funds from FDI.
