In June 2008, the two countries began to work on the third phase of the Vietnam - Japan Joint Initiative for improving Vietnam’s investment environment and its competitiveness, supporting the Development Triangle and cooperation in the East – West Corridor and the Greater Mekong Sub-region, as well as addressing traffic congestion in Hanoi and Ho Chi Minh city. Both sides have already completed the third phase and just launched the fourth phase focusing on 70 articles.

Japan is one of the Vietnam’s largest investors. By October 2011, Japan had 1,600 operational projects in Vietnam capitalized at USD 22.3 billion, ranking fourth amongst foreign investors in the country. Until now, many large Japanese corporations have been present in Vietnam with reputable, competitive and high technical content products, namely, Sumitomo, Toyota, Honda, Mitsubishi, Hitachi, Toshiba, To To. The above groups have invested in infrastructure, support industries and training high quality labor resources. Vietnam hopes that, in the future, not only large Japanese corporations but also small and medium enterprises, especially in supporting industries, come to promote investment into Vietnam.
